Glenbrook and partners are preparing proposals to regenerate the Imperial Place office complex in Borehamwood, to deliver high quality new homes in a sustainable, town centre location, which will be called Elstree Gardens.

The architects and other members of the project team will be there to explain the proposals, answer your questions and listen to your feedback.
There is no need to RSVP – just turn up at any point during these hours. We look forward to seeing you.
The public consultation event is located in IP4, the building furthest away from Elstree Way.
To locate the building, please turn off Elstree Way onto Maxwell Road, and take the first right turning through the secure gates, and follow the signs for the public consultation event.
Elstree Gardens
Imperial Place is an underoccupied and out-dated office complex consisting of four buildings and located immediately south of Elstree Way, near the Elstree Studios. It is ideally located to provide much-needed new homes.
In the town centre, only a few minutes walk to shops and jobs

A one minute walk to a nearby bus stop with regular services


Our proposals
The transformation of the Imperial Place site into Elstree Gardens represents a major commitment to the future of Borehamwood. By delivering high-quality new homes on this prominent brownfield site, our proposals support the wider regeneration of the town centre and play a vital role in easing the development pressure on Hertsmere’s valued green belt.


New Homes
The three office buildings closest to the town centre, facing directly on to Elstree Way, will be replaced with three new residential buildings, providing circa 555 new homes. A mix of one, two and three-bedroom apartments will be provided across a range of tenures.
Commercial
Ground floor commercial and retail units will complement the town centre. The office building at the rear, south of Maxwell Road, will be retained and refurbished, providing an attractive space to support the town’s wider ambitions.
Landscaping and Design
Elstree Gardens will act as a gateway to the town centre, with the new buildings stepping up to a maximum of 14 storeys towards Elstree Way. An extensive, landscaped, publicly accessible open space will be provided within the development for residents and users of local businesses to enjoy.
Parking
Imperial Place is accessed by car from Maxwell Road and served by two multi-storey car parks. These car parks will be retained, with new planting added to improve their appearance, providing 442 parking spaces to support the new development. Cycle parking spaces will also be provided.
Maxwell Park
Enhanced landscaping along Elstree Way and Maxwell Road will complement the existing mature trees and create a more inviting and attractive entrance to Maxwell Park. Improved pedestrian and cycle access through the site will create a new green link between Maxwell Park and Meadow Park, a short 10-miniute walk away.

Howells Architects has been an enduring presence in British architecture since its inception in 1990. The practice has grown into a design studio with national and international reach. Underpinning their work is an approach rooted in the constant exploration of how the built environment can improve the lives of individuals and communities. Currently, Howells employs over 120 people across its studios in Birmingham and London and works throughout the UK in sectors including residential, masterplanning, office, culture, education, retail, health and leisure.
Planit is an urban and rural design practice, working to benefit people, places, and the world at large. They practice Landscape Architecture, Urban Design, and Visual Storytelling, and undertake Creative Engagement and Impact Assessment across projects of all sizes for all sectors. Their work stretches from strategy to concept, design through to delivery, and long-term stewardship. Planit shape places for the common good, creating ideas that bring people together in unexpected ways, and places for a world still here when we’re not. They are not stopping at sustainable, or just simply at having a positive impact — their approach is towards regenerative practice.
